The social value of the information comes from the individual or collective recognition that is awarded to it, and also from the need it uses it or possesses it. The current society, named the society of information, wouldn't be called that way if the fact that every group in it practice the reading as part of the human wealth that will cause the sustained growth, is not considered as a priority.
Then, the need to create university libraries with real and virtual means, to be shared from every part of the world is established; on the other side, the urgency to generate information as a basic input for the cultural, economic and political development of every country is proposed.
