Latindex and Open Access

Taking as reference the 1996 UNESCO conference on electronic publishing in science, a brief account is presented on the transition of scholarly journals to the electronic age, as well as on the central motivations for the creation of the Latindex information system in 1995, prior to the irruption of the open-access movement. The authors reflect on how Latindex has impacted on the open-access movement in Ibero-America and how open access has impacted on Latindex. The paper concludes with some views on relevant changes in Mexico following the 2014 legislative reforms in favor of open access, and tasks ahead.
