The risk of introducing information technology into the organizations have increased. This is because planning and strategic planning is practically nonexistent. Today the tendencies for developing information technology in the market tend to automatize the "chaos". Very little effort is given to specify the strategy and to build an organization model as precursors for the specifications of requirements for IT. Application are constructed to satisfy short terms goals or immediate problems, producing islands of IT all through the functional areas.
