ABSTRACT

The Community Police in Guerrero: an alternative system of security and justice

Raúl Romero Gallardo

In a context of multiple types of violence, insecurity and impunity, the people of Costa Chica and the Montaña de Guerrero set to the task of building an alternative security and justice system. This process derived in the creation of the Communitary System of Security, Justice Impartment and Reeducation (Sistema Comunitario de Seguridad, Impartición de Justicia y Reeducación), an intercultural structure in which almost all decisions are taken in assemblies. The referred model serves at the same time as the conformation of an autonomic process, in which the people build security and justice mechanisms in accordance to their customs and traditions yet always with strict commitment to human rights.

Keywords: violence, security, justice, communitary police, indigenous people, autonomy.
